[Eley could quite often be found wandering the forest, so it isn't that unusual for him to find those who are walking through the trees themselves. He wasn't finding the cold particularly inviting himself actually, but he was nowhere near in such a state as Spock was when the Spirit found him. He seemed to be confused... walking as if blind. Not only that but his clothes had been stripped from him. This wasn't the weather to be wandering around with no protection from the elements.
